Doctors at war

<p><em>In the annals of military history, the valour and sacrifices of doctors who served alongside soldiers in combat zones often go unrecognised. Yet their stories, as retired colonel Robert Likeman poignantly illustrates in his Australian Doctors at War series, reveal a legacy of courage and commitment that is integral to understanding the full scope of wartime heroism.</em></p> <p>---</p> <p>Winston Churchill, in his <em>Sketches on Service During the Indian Frontier Campaign of 1897</em>, wrote, “The spectacle of a doctor in action among soldiers, in equal danger and with equal courage, saving life where others are taking it, allaying pain where all others are causing it, is one which must always seem glorious, whether to God or man”.</p> <p>It is certainly true that doctors in a combat zone share the risks of shot and shell equally with the fighting soldier, but they also experience the added stress of taking responsibility for those wounded and dying on the battlefield, and in situations where the best of treatment cannot be readily given.</p> <p>Glorious or otherwise, the stories of our Australian Army doctors at war remain relatively unrecognised. Doctors have always been among the first to volunteer – in all 1,242 doctors served with the first Australian Imperial Force, careless for their own safety, and 55 of them failed to return. These men represented a significant proportion of the medical workforce in Australia, which by 1937 only reached 5,000. In World War 2, with the introduction of compulsory military service, the number of serving doctors exceeded 2,500. Hardly any of them are still with us today, but their children and grandchildren are our fellow citizens, and in many cases our local doctor may be one of these. It is a legacy not to be dismissed lightly. </p> <p>Those who have served in the Army know that treating the ailments of soldiers and preserving their health occupies much more time than dressing their wounds. In World War 1, fought over the agricultural lands of Europe, infectious diseases such as gas gangrene, tetanus and trench fever were common. In the deserts of World War 2, these were replaced by hepatitis, sandfly fever and eye infections. New Guinea presented a wholly different spectrum of disease, dominated by malaria, scrub typhus and amoebic dysentery. The maintenance of “fighting fitness” was a daily struggle for the doctors. </p> <p>The 2021 Interim Report of the Royal Commission into Defence and Veteran Suicide did not identify medical officers as being particularly at risk of psychological injury as a result of their service in a war zone. But in view of their exposure to mass trauma and death, they might be assumed to have a significant risk of Post Traumatic Stress Disorder, both from the chances of being wounded or killed, and from the guilt associated with the failure to preserve life. Two of the medical officers who served at Gallipoli shot themselves on their return to Egypt, perhaps because they had seen men die who might have been saved with better medical attention. Fourteen other doctors from the 1st Australian Imperial Force are known to have committed suicide after their return to Australia. </p> <p>Close to 3,000 Australian nurses served overseas with the Australian Army Nursing Service in World War 1, but female doctors were not permitted to enlist. A significant number of them however, at least 19, served in the British Army or in voluntary hospitals in Europe. One of them, Phoebe Chapple, was awarded the Military Medal for Bravery. In World War 2, 22 women doctors were commissioned in total – moreso due to the shortage of manpower than from egalitarian principles – though none of them were posted overseas. In recent overseas deployments, women doctors in the Army have quite properly taken their rightful place.</p> <p>The military service and civilian practice of all the Australian doctors who served in both World Wars has been meticulously documented in my six-volume series, <em>Australian Doctors at War</em>, published by Halstead Press. Even after the Japanese had been driven from Papua and New Guinea, they still retained most of the archipelago. The threat to Australia was great, and despite being a then small nation, the country mobilised quickly to disrupt Japanese holdings in Madang, Wewak and Wau. Australian superannuation changes and your retirement savings

<p>Superannuation has been a working retirement model plan for years, and the government makes constant changes to ensure these approaches remain feasible in today’s society. The Australian government announced changes to superannuation in February 2023, and since then, there have been new considerations for employers to deliberate over regarding super account plans for employees. Here is a look at the most recent alterations and what they mean for your super account and retirement plans. </p> <h2>Understanding Superannuation</h2> <p>Superannuation, or “super,” is money put aside in an account throughout an employee’s work experience. The sole purpose is for these individuals to have something to live on when they retire. </p> <p>For most people, it involves their employers taking from their salary and putting aside the dictated sum in a super account. These contributions are paid outside your wages or salary and are based on existing laws on how much recruiters must pay. There are also age and earning limits involved. For instance, you may not be eligible for a super account if you’re under 18 and work less than 30 hours weekly. Eligible individuals have to work over 30 hours weekly and have an earning cap of $450 or more (before tax) to be paid super. </p> <p>These funds are typically invested in assets like stocks, bonds, real estate, and others that can help yield interest over time. You can also manage your investments through the forex market using an advanced <a href="https://www.oanda.com/au-en/trading/platforms/" target="_blank" rel="noopener">Australian trading platform</a>. </p> <h2>Recent Superannuation Changes in Australia</h2> <p><img src="https://oversixtydev.blob.core.windows.net/media/2024/06/Australian-superannuation-changes-and-your-retirement-savings01.jpg" alt="" width="1280" height="720" /></p> <p> </p> <p>Following the introduction of the Superannuation Bill in 2016, a series of changes have been made to the annotation laws. </p> <p>On November 9, 2016, the Australian government introduced the bill, which was meant to help preserve the objectives of superannuation in the legislation. From the onset, this model aimed to provide income in retirement to replace or supplement the age-pending laws. The objective of this scheme has remained the same, and changes made over the years have been towards improving efficacy rather than impeding its relevance. </p> <p>The most recent of these reforms took place in 2013, and below is a summary of what these changes entail and how they affect retirees.</p> <h2>Superannuation on Paid Parental Leave</h2> <p>One of the first alterations was the announcement that superannuation would be payable to the Commonwealth’s Parental Leave Scheme to close the gender super gap. This means that superannuation will be paid on Government-funded Paid Parental Leave (PPL) for parents who give birth or adopt children on or after July 1, 2025. </p> <p>It’s easy to understand why this measure was introduced. When implemented, it is expected to benefit over 18,000 parents annually. Also, it will bring more balance to the ratio of payables between women and men. </p> <h2>Increase in Super Guarantee</h2> <p>The May 2024 Federal Budget also revealed the legislated increase of the Sper Guarantee to 12% will remain the same. From July 1, 2024, the fee will increase to 11.5%, after which an additional 0.5% will be added on July 1, 2025. </p> <p>Employees can look forward to this increase as some extra long-term payment to their retirement funds. Although it might seem like a slight increase, the addition over the long-term working period accumulates too much and could make a significant difference, especially with compound interest. </p> <h2>Super Payment at the Time of Salary and Wages</h2> <p><img src="https://oversixtydev.blob.core.windows.net/media/2024/06/Australian-superannuation-changes-and-your-retirement-savings02.jpg" alt="" /></p> <p>This particular change was proposed but is yet to be legislated. It states that from July 1, 2026, employers will be required to pay their workers suer at the same time they pay salary and other wages. </p> <p>This change aims to better track these payments and mitigate issues, such as non-payments or discrepancies. The Australian Taxation Office (ATO) also revealed that monitoring compliance from employers to their employees will be easy. </p> <p>Furthermore, there are reasons to believe this will bring better yields on the end of the receivers since fees paid faster will compound better ad yields and higher interests. </p> <h2>Additional Changes to Be Legislated</h2> <p>From July 1, 2025, a 30% concessional tax rate will be implemented for future earnings for balances over $3 million rather than the usual 15%. </p> <p>This alteration will impact over 80,000 people between 2025 and 2026. Lastly, the existing 2-year freeze on deeming rates at 2.25% has been shifted forward until June 30, 2025. </p> <p>This translates to retirees <a href="https://www.theguardian.com/money/2024/mar/26/little-planning-for-looming-retirement-crisis-blackrock-chief-warns" target="_blank" rel="noopener">continuing to benefit</a> from the present rate of 0.25% until the new allocated time. This measure can help alleviate the cost of living and is currently benefiting over 876,000 income support recipients and 450,000 aged pensioners. </p> <h2>Maximising Your Retirement Savings With Super</h2> <p>Super savings were introduced to allow employees to save a percentage of their earnings towards retirement so they have something to live on in their non-working years. The recent changes will surely improve things, and all you have to do is be sure that your employee is paying your super and doing so at the expected time. “We need a donor”: Parents' desperate plea to save young daughter

<p>The heartbroken parents of five-year-old Addison Kemp have made a desperate plea to save their young daughter. </p> <p>Addison suffers from a rare health condition called severe Aplastic anaemia, which means that her body’s bone marrow does not produce enough new blood cells to carry out vital tasks like carry oxygen, control infections or heal after an injury.</p> <p>This means that even a simple nosebleed can be catastrophic for the young girl, as she's forced to spend days in hospital getting blood transfusions to stay alive. </p> <p>Her parents Bianca and Daniel have spoken about her condition in an interview with<em> A Current Affair </em>and explained how without a bone-marrow transplant, the condition could mean death for their young daughter. </p> <p>“She wouldn’t live,” Ms Kemp said.</p> <p>“We need a donor.”</p> <p>The couple first found out about their daughter's condition after she returned home from school with bruises all over her body. </p> <p>Addison was taken to the doctor for a blood test, and they found out about the devastating condition a day later and were told to immediately take her to Queensland Children’s Hospital. </p> <p>“I was gutted, I was devastated. Getting a phone call from the doctor saying you need to rush your little girl to the hospital. That wasn’t a phone call that I wanted,” Mr Kemp said. </p> <p>Addison now has to stay in hospital until she can be matched with a donor. </p> <p>Her little sister Crimson, misses her every day that they are apart. </p> <p>“She gets a bit upset every day that they are not home,” Mr Kemp said. </p> <p>The family said that their bone-marrow did not match up with Addison, and no registered Australian donors had matched up with her either.</p> <p>However, not all hope is lost as any regular Australian could help save a life. </p> <p>Lisa Smith, from bone marrow donation charity Strength to Give, said that the donation process is similar to donating blood which involves a short course of injections before the operation. </p> <p>“The vast majority of time, it is you sitting in a chair, having your blood filtered, while you are watching Netflix," Smith said. </p> <p>Ms Kemp begged Australians to sign up as donors. </p> <p>“I really want to put the message out there that if you can, do,” she said.</p> <p>“You could be saving a life, that’s the biggest thing you could do in the world.”</p> <p><em>Image: A Current Affair</em></p> <p> </p>

Bombshell allegations in murder case of young school girl

<p>The man accused of murdering nine-year-old Charlise Mutten has claimed her mother was the one to pull the trigger. </p> <p>Justin Stein, 33, is facing trial for allegedly murdering Charlise in January 2022 at Mount Wilson, in the Blue Mountains west of Sydney.</p> <p>Nine-year-old Charlise was shot once in the head and once in the back, with her body recovered from a barrel dumped near the Colo River, four days after she was reported missing by her mother.</p> <p>On Monday, Stein formally pleaded not guilty to the charges, and has now alleged it was actually Charlise's mother who killed her and helped stuff her body in a barrel before lying to police. </p> <p>The court heard that Stein was in a relationship with Charlise's mother Kallista Mutten, as the pair met while both serving jail sentences. </p> <p>Both parties struggled with substance abuse, as Kallista had been using ice since she was in her early 20s, while Justin had been undergoing treatment for heroin addiction. </p> <p>Before the alleged murder, Stein and Kallista broke into a neighbour’s home near the Mount Wilson property, taking two firearms, crown prosecutor Ken McKay SC told the jury.</p> <p>Stein initially told police the girl may have been taken by unknown persons, but later told a corrections officer Kallista had shot and killed her daughter and that he had helped dispose of the body.</p> <p>According to Stein’s lawyer, Carolyn Davenport SC, Stein had been inside a shed on the Blue Mountains property when he heard a gunshot, and had gone outside to see Kallista shooting her daughter a second time.</p> <p>At the time of her death, Charlise was living with her grandparents at Tweed Heads, and had flown to Sydney on December 21st with plans to spend Christmas and New Year’s Eve with her mother and Stein.</p> <p><em>Image credits: ABC / NSW Police </em></p>

Too many Australians aren’t getting a flu vaccine. Why, and what can we do about it?

<div class="theconversation-article-body"> <p><em><a href="https://theconversation.com/profiles/holly-seale-94294">Holly Seale</a>, <a href="https://theconversation.com/institutions/unsw-sydney-1414">UNSW Sydney</a></em></p> <p>Australia’s childhood immunisation program gets very good uptake every year – <a href="https://www.health.gov.au/topics/immunisation/immunisation-data/childhood-immunisation-coverage">almost 94% of five-year-olds</a> have had all their routine vaccinations. But our influenza vaccine coverage doesn’t get such a good report card.</p> <p>Looking back over <a href="https://ncirs.org.au/influenza-vaccination-coverage-data/historical-national-influenza-vaccination-coverage-end-year-age">recent years</a>, for kids aged six months to five years, we saw a peak in flu vaccine coverage at the beginning of the COVID pandemic at 46%, which then declined to 30% by the 2023 season.</p> <p>While we’re still relatively early in the 2024 flu season, only <a href="https://ncirs.org.au/influenza-vaccination-coverage-data">7% of children</a> under five have received their flu shot this year so far.</p> <p>Although young children are a particular concern, flu vaccination rates appear to be lagging for the population as a whole. Reports indicate that <a href="https://www.abc.net.au/news/2024-05-07/calls-to-vaccinate-young-children-against-flu-as-season-begins/103783508">from March 1 to April 28</a>, 16% fewer people were vaccinated against the flu compared with the same period last year.</p> <p>So what’s going on, and what can we do to boost uptake?</p> <h2>Why do we vaccinate kids against the flu?</h2> <p>Last year, <a href="https://www.health.gov.au/sites/default/files/2023-12/aisr-2023-national-influenza-season-summary.pdf">reported cases of flu</a> were highest in children aged five to nine, followed by those aged zero to four. This is not a new trend – we record a high number of flu cases and hospital admissions in kids every year. So far <a href="https://nindss.health.gov.au/pbi-dashboard/">this year</a> children aged zero to four have had the highest number of infections, marginally ahead of five- to nine-year-olds.</p> <p>While kids are more likely to catch and spread the flu, they’re also <a href="https://theconversation.com/kids-are-more-vulnerable-to-the-flu-heres-what-to-look-out-for-this-winter-117748">at greater risk</a> of getting very sick from it. This particularly applies to children under five, and the flu vaccine is available for free for this age group.</p> <p>The flu vaccine isn’t perfect – it may not prevent infections entirely – but it’s definitely our best chance of protection. Research has shown influenza-related visits to the GP were <a href="https://pubmed.ncbi.nlm.nih.gov/27577556/">more than halved</a> in vaccinated children compared with unvaccinated children.</p> <h2>So why are kids not receiving the vaccine?</h2> <p>Often, it comes down to misunderstandings about who is eligible for the vaccine or whom it’s recommended for. But we can address this issue by nudging people via <a href="https://www.annfammed.org/content/15/6/507?sf174332549=1">a text message reminder</a>.</p> <p>Some parents <a href="https://www.sciencedirect.com/science/article/pii/S0264410X17318285">report concerns</a> about the vaccine, including the old dogma that it can cause the flu. The flu vaccine <a href="https://www.betterhealth.vic.gov.au/health/healthyliving/flu-influenza-immunisation">can’t give you the flu</a> because it doesn’t contain live virus. Unfortunately, that myth is really sticky.</p> <p>For <a href="https://onlinelibrary.wiley.com/doi/full/10.1111/jpc.15235">some parents</a>, the challenge can be forgetting to book or accessing an appointment.</p> <h2>It’s not just kids at higher risk</h2> <p>Adults aged 65 and over are also <a href="https://theconversation.com/im-over-65-and-worried-about-the-flu-which-vaccine-should-i-have-204810">more vulnerable</a> to the flu, and can receive a <a href="https://www.health.gov.au/topics/immunisation/vaccines/influenza-flu-vaccine">free vaccine</a>. For this group, we usually get around <a href="https://ncirs.org.au/influenza-vaccination-coverage-data/historical-national-influenza-vaccination-coverage-end-year-age">65% vaccinated</a>. So far this year, <a href="https://ncirs.org.au/influenza-vaccination-coverage-data/national-influenza-vaccination-coverage-all-people-age-group">around 35%</a> of over-65s have received their flu vaccine.</p> <p>Aboriginal and Torres Strait Islander people are likewise eligible for a free flu vaccine. While previously coverage rates were higher among Aboriginal and Torres Strait Islander peoples compared to the overall population, this gap has narrowed. There’s even some movement backwards, especially <a href="https://ncirs.org.au/influenza-vaccination-coverage-data/historical-national-influenza-vaccination-coverage-end-year-age">in younger age groups</a>.</p> <p>The flu vaccine is also free for pregnant women and anyone who has <a href="https://www.health.gov.au/topics/immunisation/when-to-get-vaccinated/immunisation-for-people-with-medical-risk-conditions">a medical condition</a> such as heart disease, chronic lung disease, diabetes or kidney disease.</p> <p>Past studies have found flu vaccine coverage <a href="https://www.phrp.com.au/wp-content/uploads/2022/06/PHRP31232111.pdf">for pregnant women</a> varies around the country from 39% to 76% (meaning in some jurisdictions up to 60% of pregnant women are not getting vaccinated). When it comes to adults with chronic health conditions, we don’t have a good sense of how many people receive the vaccine.</p> <p>The reasons adults don’t always get the flu vaccine overlap with the reasons for children. Often <a href="https://www.tandfonline.com/doi/full/10.1080/08870446.2021.1957104">concerns about side effects</a> are cited as the reason for not getting vaccinated, followed by time constraints.</p> <p>We also know <a href="https://www.aihw.gov.au/reports/primary-health-care/coordination-of-health-care-experiences-barriers/summary">accessing medical services</a> can be difficult for some people, such as those living in rural areas or experiencing financial hardship.</p> <h2>Filling the gaps</h2> <p>In Australia, GPs offer flu vaccines for all ages, while flu vaccination is also available at pharmacies, generally from age five and up.</p> <p>While some people make a conscious decision not to get themselves or their children vaccinated, for many people, the barriers are related to access.</p> <p>Programs offering vaccination outside the doctor’s office are increasing globally, and may assist in <a href="https://www.tandfonline.com/doi/full/10.1080/14760584.2019.1698955">filling gaps</a>, especially among those who don’t have regular access to a GP.</p> <p>For some people, their only point of contact with the <a href="https://pubmed.ncbi.nlm.nih.gov/34272104/">medical system</a> may be during emergency department visits. Others may have more regular contact with a <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7046372/">specialist</a> who coordinates their medical care, rather than a GP.</p> <p>Offering vaccine education and programs <a href="https://journals.sagepub.com/doi/10.1177/0009922810374353">in these settings</a> has been shown to improve immunisation rates and may play a pivotal role in filling access gaps.</p> <p>Outside medical and pharmacy settings, the workplace is the most common place for Australian adults to receive their flu vaccine. A <a href="https://www.sciencedirect.com/science/article/pii/S1326020023004272">survey</a> showed Australian adults find workplace vaccination convenient and cost-effective, especially where free or subsidised vaccines are offered.</p> <p>Expanding vaccination settings, such as with <a href="https://journals.sagepub.com/doi/10.1177/19375867221087360?url_ver=Z39.88-2003&amp;rfr_id=ori:rid:crossref.org&amp;rfr_dat=cr_pub%20%200pubmed">drive-through</a> and mobile clinics, can benefit groups who have unique access barriers or are under-served. Meanwhile, offering vaccination through faith-based organisations has been shown to improve uptake among <a href="https://pubmed.ncbi.nlm.nih.gov/37013523/">racial and ethnic minority groups</a>.</p> <p><em>Eleftheria Lentakis, a masters student at the School of Population Health at UNSW Sydney, contributed to this article.</em><!-- Below is The Conversation's page counter tag. Are young people smarter than older adults? My research shows cognitive differences between generations are diminishing

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/stephen-badham-1531316">Stephen Badham</a>, <a href="https://theconversation.com/institutions/nottingham-trent-university-1338">Nottingham Trent University</a></em></p> <p>We often assume young people are smarter, or at least quicker, than older people. For example, we’ve all heard that scientists, and even more so mathematicians, <a href="https://www.forbes.com/sites/nextavenue/2014/08/07/who-says-scientists-peak-by-age-50/">carry out their most important work</a> when they’re comparatively young.</p> <p>But my new research, <a href="https://www.sciencedirect.com/science/article/pii/S027322972400008X#:%7E:text=Highlights&amp;text=Three%20review%20studies%20measure%20secular,%2C%20education%2C%20and%20overall%20health.">published in Developmental Review</a>, suggests that cognitive differences between the old and young are tapering off over time. This is hugely important as stereotypes about the intelligence of people in their sixties or older may be holding them back – in the workplace and beyond.</p> <p>Cognitive ageing is often measured by comparing young adults, aged 18-30, to older adults, aged 65 and over. There are a variety of tasks that older adults do not perform well on compared to young adults, such as memory, spatial ability and speed of processing, which often form the basis of <a href="https://theconversation.com/the-iq-test-wars-why-screening-for-intelligence-is-still-so-controversial-81428">IQ tests</a>. That said, there are a few tasks that older people do better at than younger people, such as reading comprehension and vocabulary.</p> <p>Declines in cognition are driven by a process called <a href="https://www.nature.com/collections/cbjacdabdf">cognitive ageing</a>, which happens to everyone. Surprisingly, age-related cognitive deficits start very early in adulthood, and declines in cognition have been measured as dropping in adults as young as just 25.</p> <p>Often, it is only when people reach older age that these effects add up to a noticeable amount. Common complaints consist of walking into a room and forgetting why you entered, as well as difficulty remembering names and struggling to drive in the dark.</p> <h2>The trouble with comparison</h2> <p>Sometimes, comparing young adults to older adults can be misleading though. The two generations were brought up in different times, with different levels of education, healthcare and nutrition. They also lead different daily lives, with some older people having lived though a world war while the youngest generation is growing up with the internet.</p> <p>Most of these factors favour the younger generation, and this can explain a proportion of their advantage in cognitive tasks.</p> <p>Indeed, much existing research shows that <a href="https://theconversation.com/iq-tests-are-humans-getting-smarter-158837">IQ has been improving</a> globally throughout the 20th century. This means that later-born generations are more cognitively able than those born earlier. This is even found when both generations are tested in the same way at the same age.</p> <p>Currently, there is growing evidence that <a href="https://www.pnas.org/doi/10.1073/pnas.1718793115">increases in IQ are levelling off,</a> such that, in the most recent couple of decades, young adults are no more cognitively able than young adults born shortly beforehand.</p> <p>Together, these factors may underlie the current result, namely that cognitive differences between young and older adults are diminishing over time.</p> <h2>New results</h2> <p>My research began when my team started getting strange results in our lab. We found that often the age differences we were getting between young and older adults was smaller or absent, compared to prior research from early 2000s.</p> <p>This prompted me to start looking at trends in age differences across the psychological literature in this area. I uncovered a variety of data that compared young and older adults from the 1960s up to the current day. I plotted this data against year of publication, and found that age deficits have been getting smaller over the last six decades.</p> <p>Next, I assessed if the average increases in cognitive ability over time seen across all individuals was a result that also applied to older adults specifically. Many large databases exist where groups of individuals are recruited every few years to take part in the same tests. I analysed studies using these data sets to look at older adults.</p> <p>I found that, just like younger people, older adults were indeed becoming more cognitively able with each cohort. But if differences are disappearing, does that mean younger people’s improvements in cognitive ability have slowed down or that older people’s have increased?</p> <p>I analysed data from my own laboratory that I had gathered over a seven-year period to find out. Here, I was able to dissociate the performance of the young from the performance of the older. For example, the number of children who went to school <a href="https://education-uk.org/history/chapter12.html">increased significantly</a> in the 1960s – with the system being more similar to what it is today than what it was at the start of the 20th century.</p> <p>This is being reflected in that cohort’s increased scores today, now they are older adults. At the same time, young adults have hit a ceiling and are no longer improving as much with each cohort.</p> <p>It is not entirely clear why the young generations have stopped improving so much. Some research has <a href="https://doi.org/10.1016/j.intell.2016.10.002">explored maternal age, mental health and even evolutionary trends</a>. I favour the opinion that there is just a natural ceiling – a limit to how much factors such as education, nutrition and health can improve cognitive performance.</p> <p>These data have important implications for research into dementia. For example, it is possible that a modern older adult in the early stages of dementia might pass a dementia test that was designed 20 or 30 years ago for the general population at that time.</p> <p>Therefore, as older adults are performing better in general than previous generations, it may be necessary to revise definitions of dementia that depend on an individuals’ expected level of ability.</p> <p>Ultimately, we need to rethink what it means to become older. And there’s finally some good news. Ultimately, we can expect to be more cognitively able than our grandparents were when we reach their age.<!-- Below is The Conversation's page counter tag. Australian churches collectively raise billions of dollars a year – why aren’t they taxed?

In Australia, various nonprofit organisations are exempt from paying income tax, including those that do charitable work, such as churches.</p> <p>These exemptions or concessions can also extend to other taxes, including fringe benefits tax, state and local government property taxes and payroll taxes.</p> <p>The traditional justification for granting these concessions is that charitable activities benefit society. They contribute to the wellbeing of the community in a variety of non-religious ways.</p> <p>For example, charities offer welfare, health care and education services that the government would generally otherwise provide due to their obvious public benefits. The tax exemption, which allows a charity to retain all the funds it raises, provides the financial support required to relieve the government of this burden.</p> <p>The nonprofit sector is often called the third sector of society, the other two being government and for-profit businesses. But in Australia, this third sector is quite large. Some grassroots organisations have only a tiny footprint, but other nonprofits are very large. And many of these bigger entities – including some “megachurches” – run huge commercial enterprises. These are often indistinguishable from comparable business activities in the for-profit sector.</p> <p>So why doesn’t this revenue get taxed? And should we really give all nonprofits the same tax exemptions?</p> <h2>Why don’t churches pay tax?</h2> <p>The primary aim of a church is to advance or promote its religion. This itself counts as a charitable purpose under the <a href="https://www.legislation.gov.au/C2013A00100/asmade/text">2013 Charities Act</a>. However, section five of that act requires a church to have only charitable purposes – any other purposes must be incidental to or in aid of these.</p> <p>Viewed alone, the conduct of a church with an extensive commercial enterprise – which could include selling merchandise, or holding concerts and conferences – is not a charitable purpose.</p> <p>But Australian case law and <a href="https://www.acnc.gov.au/for-charities/start-charity/role-acnc-deciding-charity-status/legal-meaning-charity#:%7E:text=Taxation%20Ruling%20(TR)%202011%2F,set%20out%20in%20taxation%20rulings.">an ATO ruling</a> both support the idea that carrying on business-like activities can be incidental to or in aid of a charitable purpose. This could be the case, for example, if a large church’s commercial activities were to help give effect to its charitable purposes.</p> <p>Because of this, under Australia’s current income tax law, a church that is running a large commercial enterprise is able to retain its exemption from income tax on the profits from these activities.</p> <p>There are various public policy concerns with this. First, the lost tax revenue is likely to be significant, although the government’s annual tax expenditure statement does not currently provide an estimate of the amount of tax revenue lost.</p> <p>And second, the tax exemption may give rise to unfairness. A for-profit business competing with a church in a relevant industry may be at a competitive disadvantage – despite similar business activities, the for-profit entity pays income tax but the church does not. This competitive disadvantage may be reflected in lower prices for customers of the church business.</p> <h2>What about taxing their employees?</h2> <p>Churches that run extensive enterprises are likely to have many employees. Generally, all the normal Australian tax rules apply to the way these employees are paid – for example, employees pay income tax on these wages. Distributing profits to members would go against the usual rules of the church, and this prohibition is <a href="https://www.legislation.gov.au/C2013A00100/asmade/text">required</a> anyway for an organisation to qualify as a charity.</p> <p>Some churches may be criticised for paying their founders or leaders “excessive” wages, but these are still taxed in the same way as normal salaries.</p> <p>It’s important to consider fringe benefit tax – which employers have to pay on certain benefits they provide to employees. Aside from some qualifications, all the usual <a href="https://www.ato.gov.au/businesses-and-organisations/hiring-and-paying-your-workers/fringe-benefits-tax/how-fringe-benefits-tax-works">fringe benefit tax rules</a> apply to non-wage benefits provided to employees of a church.</p> <p>Just like their commercial (and taxable) counterparts, the payment for “luxury” travel and accommodation for church leaders and employees when on church business will not generate a fringe benefits taxable amount for the church.</p> <p>One qualification, though, is that a church is likely to be a <a href="https://www.ato.gov.au/businesses-and-organisations/hiring-and-paying-your-workers/fringe-benefits-tax/fbt-concessions-for-not-for-profit-organisations/fbt-rebatable-employers">rebatable employer</a> under the fringe benefit tax regime. This means it can obtain some tax relief on benefits provided to each employee, up to a cap.</p> <h2>We may need to rethink blanket tax exemptions for charities</h2> <p>Back in an age where nonprofits were mainly small and focused on addressing the needs of people failed by the market, the income tax exemption for such charities appeared appropriate.</p> <p>But in the modern era, some charities – including some churches – operate huge business enterprises and collect rent on extensive property holdings.</p> <p>Many are now questioning whether we should continue offering them an uncapped exemption from income tax, especially where there are questions surrounding how appropriately these profits are used.</p> <p>Debates about solutions to the problem have focused on various arguments. However, more data may be needed on the way charities apply their profits to a charitable purpose, particularly those involved in substantial commercial activities.</p> <p>An all-or-nothing rule exempting the whole charitable sector may no longer be fit for purpose if it fails to take into account the very different circumstances of different nonprofits.<!-- Below is The Conversation's page counter tag. "He's a good kid": Teen fisherman's boss defends young millionaire

<p>The former boss of teenager fisherman Keegan Payne has spoken out in support of the new millionaire, just days after Peter Stefanovic and <em>Sky News</em> were slammed for a "harsh" interview. </p> <p>On Wednesday, Stefanovic made headlines after he used his <a href="https://oversixty.com.au/finance/legal/peter-stefanovic-slammed-for-harsh-question-to-young-million-dollar-winner" target="_blank" rel="noopener">interview</a> with 19-year-old Payne, who had just won a million dollars in a fishing competition in the Northern Territory, to quiz the young man about a petty crime he committed when he was 16. </p> <p>"There is a claim online that you stole a Polaris Ranger and Polaris quad that you and your friends stole and damaged from a business a few years back, first of all, is that true?" Stefanovic asked from his Sydney studio during the live interview.</p> <p>Payne, who was speaking from the Darwin, simply answered, "Yes".</p> <p>Payne explained he and his friends "were young", and "weren't thinking at the time" but having come up with the idea they "went for it".</p> <p>Stefanovic asked Payne if he regretted the act and he said he did "big time".</p> <p>The interview was widely condemned online, with many saying Stefanovic "ripped the carpet from underneath" Payne and chose to focus on a past mistake rather than celebrate his life-changing win. </p> <p>The backlash to the interview prompted both Stefanovic and Sky News to issue an apology to Keegan, saying he "regrets" his line of questioning. </p> <p>“An apology from me, last Wednesday we invited Keegan Payne onto our show to discuss his win in the Million Dollar Fish competition in the Northern Territory,” Stefanovic said during First Edition on Monday. </p> <p>“During that interview I asked him about a theft that had occurred several years earlier. I should not have asked him about those claims and I regret doing so. </p> <p>“I apologise sincerely to Keegan and his family.”</p> <p>Now, the teenage fisherman's former boss, Bob Cavanagh, has spoken out in defence of Keegan, saying "he is a good kid" who had a lapse of better judgement.  </p> <p>Cavanagh ran the business that Payne stole the vehicles from a few years ago, but said he does not hold a grudge and holds no ill will to the teenager. </p> <p>“He’s a good kid who made a mistake,” Cavanagh told the <em><a href="https://www.dailymail.co.uk/news/article-13384033/Keegan-Payne-Peter-Stefanovic-fishing-Bob-Cavanagh.html">Daily Mail</a>.</em></p> <p>“What was meant to be a celebratory moment was stolen from him. Australians lose $5,200 a minute to scammers. There’s a simple thing the government could do to reduce this. Why won’t they?

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/peter-martin-682709">Peter Martin</a>, <a href="https://theconversation.com/institutions/crawford-school-of-public-policy-australian-national-university-3292">Crawford School of Public Policy, Australian National University</a></em></p> <p>What if the government was doing everything it could to stop thieves making off with our money, except the one thing that could really work?</p> <p>That’s how it looks when it comes to <a href="https://www.scamwatch.gov.au/types-of-scams">scams</a>, which are attempts to trick us out of our funds, usually by getting us to hand over our identities or bank details or transfer funds.</p> <p>Last year we lost an astonishing <a href="https://www.accc.gov.au/media-release/scam-losses-decline-but-more-work-to-do-as-australians-lose-27-billion">A$2.74 billion</a> to scammers. That’s more than $5,200 per minute – and that’s only the scams we know about from the 601,000 Australians who made reports. Many more would have kept quiet.</p> <p>If the theft of $5,200 per minute seems over the odds for a country Australia’s size, a comparison with the United Kingdom suggests you are right. In 2022, people in the UK lost <a href="https://www.ukfinance.org.uk/system/files/2023-05/Annual%20Fraud%20Report%202023_0.pdf">£2,300</a> per minute, which is about A$4,400. The UK has two and a half times Australia’s population.</p> <p>It’s as if international scammers, using SMS, phone calls, fake invoices and fake web addresses are targeting Australia, because in other places it’s harder.</p> <p>If we want to cut Australians’ losses, it’s time to look at rules about to come into force in the UK.</p> <h2>Scams up 320% since 2020</h2> <p>The current federal government is doing a lot – <em>almost</em> everything it could. Within a year of taking office, it set up the <a href="https://www.accc.gov.au/national-anti-scam-centre">National Anti-Scam Centre</a>, which coordinates intelligence. Just this week, the centre reported that figure of $2.74 billion, which is down 13% on 2022, but up 50% on 2021 and 320% on 2020.</p> <p>It’s planning “<a href="https://treasury.gov.au/consultation/c2023-464732">mandatory industry codes</a>” for banks, telecommunication providers and digital platforms.</p> <p>But the code it is proposing for banks, set out in a <a href="https://treasury.gov.au/sites/default/files/2023-11/c2023-464732-cp.pdf">consultation paper</a> late last year, is weak when compared to overseas.</p> <h2>Banks are the gatekeepers</h2> <p>Banks matter, because they are nearly always the means by which the money is transferred. Cryptocurrency is now much less used after the banks agreed to limit payments to high risk exchanges.</p> <p>Here’s an example of the role played by banks. A woman the Consumer Action Law Centre is calling <a href="https://consumeraction.org.au/wp-content/uploads/2024/02/Joint-submission-CALC-CHOICE-ACCAN-31012024-Scams-Mandatory-code-treasury-consultA.pdf">Amelia</a> tried to sell a breast pump on Gumtree.</p> <p>The buyer asked for her bank card number and a one-time PIN and used the code to whisk out $9,100, which was sent overseas. The bank wouldn’t help because she had provided the one-time PIN.</p> <p>Here’s another. A woman the Competition and Consumer Commission is calling <a href="https://www.accc.gov.au/system/files/Targeting%20scams%202022.pdf">Niamh</a> was contacted by someone using the National Australia Bank’s SMS ID. Niamh was told her account was compromised and talked through how to transfer $300,000 to a “secure” account.</p> <p>After she had done it, the scammer told her it was a scam, laughed and said “we are in Brisbane, come find me”.</p> <h2>How bank rules protect scammers</h2> <p>And one more example. Former University of Melbourne academic <a href="https://www.researchgate.net/publication/377766055_Scams_Blaming_the_Victims">Kim Sawyer</a> (that’s his real name, he is prepared to go public) clicked on an ad for “St George Capital” displaying the dragon logo of St. George Bank.</p> <p>He was called back by a man using the name of a real St. George employee, who persuaded him to transfer funds from accounts at the AMP, Citibank and Macquarie to accounts he was told would be in his and his wife’s name at Westpac, ANZ, the Commonwealth and Bendigo Banks.</p> <p>They lost <a href="https://www.afr.com/wealth/personal-finance/i-lost-2-5m-of-my-super-to-scammers-20240423-p5flzp">$2.5 million</a>. Sawyer says none of the banks – those that sent the funds or those that received them – would help him. Some cited “<a href="https://www.choice.com.au/money/financial-planning-and-investing/stock-market-investing/articles/st-george-capital-investment-scam">privacy</a>” reasons.</p> <p>The Consumer Action Law Centre says the banks that transfer the scammed funds routinely tell their customers “it’s nothing to do with us, you transferred the money, we can’t help you”. The banks receiving the funds routinely say “you’re not our customer, we can’t help you”.</p> <p>That’s here. Not in the UK.</p> <h2>UK bank customers get a better deal</h2> <p>In Australia in 2022, only <a href="https://download.asic.gov.au/media/mbhoz0pc/rep761-published-20-april-2023.pdf">13%</a> of attempted scam payments were stopped by banks before they took place. Once scammed, only 2% to 5% of losses (depending on the bank) were reimbursed or compensated.</p> <p>In <a href="https://www.psr.org.uk/information-for-consumers/app-fraud-performance-data/">the UK</a>, the top four banks pay out 49% to 73%.</p> <p>And they are about to pay out much more. From October 2024, reimbursement will be compulsory. Where authorised fast payments are made “because of deception by fraudsters”, the banks will have to reimburse <a href="https://www.thomsonreuters.com/en-us/posts/investigation-fraud-and-risk/app-fraud-uk">the lot</a>.</p> <p>Normally the bills will be split <a href="https://www.psr.org.uk/news-and-updates/latest-news/news/psr-confirms-new-requirements-for-app-fraud-reimbursement/">50:50</a> between the bank transferring the funds and the bank receiving them. Unless there’s a need for further investigations, the payments must be made within five days.</p> <p>The <a href="https://www.psr.org.uk/media/as3a0xan/sr1-consumer-standard-of-caution-guidance-dec-2023.pdf">only exceptions</a> are where the consumer seeking reimbursement has acted fraudulently or with gross negligence.</p> <p>The idea behind the change – pushed through by the Conservative government now led by UK Prime Minister Rishi Sunak – is that if scams are the banks’ problem, if they are costing them millions at a time, they’ll stop them.</p> <p><a href="https://www.thepost.co.nz/business/350197309/banks-given-fraud-ultimatum">New Zealand</a> is looking at doing the same thing, <a href="https://www.biocatch.com/blog/mas-shared-responsibility-fraud-losses">as is Singapore</a>.</p> <p>But here, the treasury’s discussion paper on its mandatory codes mentions reimbursement <a href="https://treasury.gov.au/sites/default/files/2023-11/c2023-464732-cp.pdf">only once</a>. That’s when it talks about what’s happening in the UK. Neither treasury nor the relevant federal minister is proposing it here.</p> <h2>Australia’s approach is softer</h2> <p>Assistant Treasurer Stephen Jones is in charge of Australia’s rules.</p> <p>Asked why he wasn’t pushing for compulsory reimbursement here, Jones said on Monday <a href="https://ministers.treasury.gov.au/ministers/stephen-jones-2022/transcripts/interview-mark-gibson-abc-perth">prevention was better</a>.</p> <blockquote> <p>I think a simplistic approach of just saying, ‘Oh, well, if any loss, if anyone incurs a loss, then the bank always pay’, won’t work. It’ll just make Australia a honeypot for these international crime gangs, because they’ll say, well, ‘Let’s, you know, focus all of our activity on Australia because it’s a victimless crime if banks always pay’.</p> </blockquote> <p>Telling banks to pay would certainly focus the minds of the banks, in the way they are about to be focused in the UK.</p> <p>The <a href="https://www.ausbanking.org.au/submissions/">Australian Banking Association</a> hasn’t published its submission to the treasury review, but the <a href="https://consumeraction.org.au/scams-mandatory-industry-codes-consultation-paper/">Consumer Action Law Centre</a> has.</p> <p>It says if banks had to reimburse money lost, they’d have more of a reason to keep it safe.</p> <p>In the UK, they are about to find out. If Jones is right, it might be about to become a honeypot for scammers. Peter Stefanovic slammed for "harsh" question to young million-dollar winner

<p>Peter Stefanovic has been slammed online for bringing up a past crime committed by the 19-year-old, who had his life change overnight when he won $1 million. </p> <p>Keegan Payne was fishing in the Northern Territory when he <a href="https://oversixty.com.au/travel/domestic-travel/this-is-crazy-teenager-goes-fishing-and-emerges-a-millionaire" target="_blank" rel="noopener">caught</a> a barramundi worth $1 million, that was part of a years-long fishing competition in the Top End. </p> <p>While dong the media rounds to celebrate his life-changing win, Keegan spoke with Stefanovic on <em>Sky News</em>, who chose to focus on a petty crime Keegan committed when he was just 16-years-old, cutting the joy of his win short. </p> <p>"There is a claim online that you stole a Polaris Ranger and Polaris quad that you and your friends stole and damaged from a business a few years back, first of all, is that true?" Stefanovic asked from his <a id="mol-c0669630-0788-11ef-a01a-6393dcd80371" href="https://www.dailymail.co.uk/news/sydney/index.html" target="_self">Sydney</a> studio during the live interview.</p> <p>Payne, who was speaking from the Darwin, simply answered, "Yes".</p> <p>"So, what happened?" Mr Stefanovic pressed.</p> <p>Payne explained he and his friends "were young", and "weren't thinking at the time" but having come up with the idea they "went for it".</p> <p>Stefanovic asked Payne if he regretted the act and he said he did "big time".</p> <p>Social media users were quick to condemn Stefanovic's line of questioning to the teenager, saying he chose to cut him down on live TV, rather than celebrate his success. </p> <p>One person wrote online, "Reporter hears good news. Does everything they can to dig up dirt and be negative. He made a mistake and took the fall out for it and was forgiven way before this win!"</p> <p>Another simply said, "S***ty reporting as usual", while others asked why people couldn't "just be happy for this kid?"</p> <p>"No one's perfect, but to shame him on tv? Talk about rip the carpet from beneath him! "An insult to human dignity": Mother of Bondi stabbing victim hits out at the media

<p>The mother of Bondi stabbing victim Jade Young has hit out at how social media and major news outlets reported on her daughter's death. </p> <p>Jade Young, 47, was one of six people fatally stabbed by Joel Cauchi during his violent rampage at Bondi Junction Westfield on April 13th. </p> <p>Following the tragedy, graphic videos and images of the attacks were circulated online.</p> <p>Now, Jade's mother Elizabeth Young, writing in the <a href="https://www.smh.com.au/national/nsw/my-daughter-was-killed-in-the-bondi-junction-attack-how-my-family-found-out-is-shameful-20240429-p5fnbw.html" target="_blank" rel="noopener">Sydney Morning Herald</a> on Wednesday, said it was “shameful” how her family found out about Jade’s death.</p> <p>“Members of my family recognised Jade and her husband Noel in uncensored vision being played on a mainstream TV news feed, with vision of Jade lying on the ground at the shopping centre, receiving CPR,” she wrote.</p> <p>“The vision, shared on social media and picked up — and used by — multiple news media programs shared my daughter’s final moments with millions. Finding out that a loved one has been murdered is a horror that I do not wish on anyone. But seeing the vision of their last moments and knowing it has been broadcast to millions of people is an appalling breach of privacy and an insult to human dignity.”</p> <p>Ms Young went on to say how some of the major media organisations that shared violent images of the Bondi stabbing “approached our family within hours of the attack, offering their condolences … and the opportunity to share our family’s story”.</p> <p>“These same media organisations reported the failure of a certain popular social media platform to take down videos, without acknowledging their own complicity,” she said.</p> <p>“I am not surprised at their hypocrisy, but I am angry.”</p> <p>“Sharing violent images or personal material from the lives of victims of crime is not free speech — it is enormously profitable for some but it’s speech with a steep price for the victims,” she said.</p> <p>“Those who run social media platforms are remote from the pain inflicted by their uploads and the dystopia they have helped create. Our housing system is broken and the poorest Australians are being hardest hit

<div class="theconversation-article-body"> <p><em><a href="https://theconversation.com/profiles/rachel-ong-viforj-113482">Rachel Ong ViforJ</a>, <a href="https://theconversation.com/institutions/curtin-university-873">Curtin University</a></em></p> <p>Just when we think the price of rentals could not get any worse, this week’s <a href="https://www.anglicare.asn.au/publications/2023-rental-affordability-snapshot/">Rental Affordability Snapshot</a> by Anglicare has revealed low-income Australians are facing a housing crisis like never before.</p> <p>In fact, if you rely on the <a href="https://www.servicesaustralia.gov.au/youth-allowance">Youth Allowance</a>, there is not a single rental property across Australia you can afford this week.</p> <h2>How did rental affordability get this bad?</h2> <p>Several post-COVID factors have been blamed, including our preference for <a href="https://www.rba.gov.au/publications/bulletin/2023/jun/new-insights-into-the-rental-market.html">more space, the return of international migrants</a>, and <a href="https://www.corelogic.com.au/news-research/news/2023/could-the-peak-in-interest-rates-signal-an-end-to-rising-rents">rising interest rates</a>.</p> <p>However, the rental affordability crisis pre-dates COVID.</p> <p>Affordability has been steadily declining for decades, as successive governments have failed to make shelter more affordable for low-to-moderate income Australians.</p> <h2>The market is getting squeezed at both ends</h2> <p>At the lower end of the rental sector, the growth in the supply of social housing persistently lags behind demand, trending at under <a href="https://povertyandinequality.acoss.org.au/data/annual-growth-rates-social-housing-stock-and-population-2011-2020/">one-third</a> the rate of population growth.</p> <hr /> <p><iframe id="OA0cS" class="tc-infographic-datawrapper" style="border: none;" src="https://datawrapper.dwcdn.net/OA0cS/" width="100%" height="400px" frameborder="0"></iframe></p> <hr /> <p>This has forced growing numbers of low-income Australians to seek shelter in the private rental sector, where they face intense competition from higher-income renters.</p> <p>At the upper end, more and more aspiring home buyers are getting <a href="https://www.tandfonline.com/doi/full/10.1080/03085147.2021.2003086">locked out</a> of home ownership.</p> <p>A recent <a href="https://www.ahuri.edu.au/sites/default/files/documents/2024-02/AHURI-Final-Report-416-Affordable-private-rental-supply-and-demand-short-term-disruption.pdf">study</a> found more households with higher incomes are now renting.</p> <p>Households earning <a href="https://www.ahuri.edu.au/sites/default/files/documents/2024-02/AHURI-Final-Report-416-Affordable-private-rental-supply-and-demand-short-term-disruption.pdf">$140,000</a> a year or more (in 2021 dollars) accounted for just 8% of private renters in 1996. By 2021, this tripled to 24%. No doubt, this crowds out lower-income households who are now facing a shortage of affordable homes to rent.</p> <h2>Why current policies are not working</h2> <p>Worsening affordability in the private rental sector highlights a housing system that is broken. Current policies just aren’t working.</p> <p>While current policies focus on supply, more work is needed including fixing <a href="https://theconversation.com/governments-are-pouring-money-into-housing-but-materials-land-and-labour-are-still-in-short-supply-205471">labour shortages</a> and providing greater <a href="https://theconversation.com/people-want-and-need-more-housing-choice-its-about-time-governments-stood-up-to-deliver-it-122390">stock diversity</a>.</p> <p>The planning system plays a critical role and <a href="https://theconversation.com/confusing-and-not-delivering-enough-developers-and-councils-want-new-affordable-housing-rules-139762">zoning rules</a> can be reformed to support the supply of more affordable options.</p> <p>However, the housing affordability challenge is not solely a supply problem. There is also a need to respond to the <a href="https://theconversation.com/home-prices-are-climbing-alright-but-not-for-the-reason-you-might-think-158776">super-charged demand</a> in the property market.</p> <p>An overheated market will undoubtedly place intense pressure on the rental sector because aspiring first home buyers are forced to rent for longer, as house prices soar at a rate unmatched by their wages.</p> <p>Yet, governments continue to resist calls for winding back the <a href="https://www.abc.net.au/news/2024-02-15/ken-henry-australias-tax-system-in-worse-position-after-15-years/103465044">generous tax concessions</a> enjoyed by multi-property owners.</p> <p>The main help available to low-income private renters - the Commonwealth Rent Assistance scheme - is <a href="https://theconversation.com/1-billion-per-year-or-less-could-halve-rental-housing-stress-146397">poorly targeted</a> with nearly one in five low-income renters who are in rental stress deemed ineligible, while another one in four receive it despite not being in rental stress.</p> <h2>Can affordable housing occur naturally?</h2> <p>Some commentators support the theory of <a href="https://www.ahuri.edu.au/sites/default/files/documents/2022-09/Executive-Summary-FR387-Filtering-as-a-source-of-low-income-housing-in-Australia-conceptualisation-and-testing.pdf">filtering</a> - a market-based process by which the supply of new dwellings in more expensive segments creates additional supply of dwellings for low-income households as high-income earners vacate their former dwellings.</p> <p>Proponents of filtering argue building more housing anywhere - even in wealthier ends of the property market - will eventually improve affordability across the board because lower priced housing will trickle down to the poorest households.</p> <p>However, the persistent affordability crisis low-income households face and the rise in homelessness are crucial signs filtering <a href="https://cloud.3dissue.com/122325/122578/143598/WhyNewSupplyisnotExpandingHousingOptionsfortheHomeless/html5/index.html?page=1&amp;noflash">does not work well</a> and <a href="https://www.ahuri.edu.au/sites/default/files/documents/2022-09/AHURI-Final-Report-387-Filtering-as-a-source-of-low-income-housing-in-Australia-conceptualisation-and-testing.pdf">cannot be relied upon</a> to produce lower cost housing.</p> <h2>Location, location, location</h2> <p>Location does matter, if we expect building new housing to work for low-income individuals.</p> <p>What is needed is a steady increase of affordable, quality housing in areas offering low-income renters the same access to jobs and amenities as higher-income households.</p> <p>The <a href="https://treasury.gov.au/housing-policy/accord#:%7E:text=The%20Accord%20includes%20an%20initial,5%20years%20from%20mid%E2%80%912024.">National Housing Accord</a> aims to deliver 1.2 million new dwellings over five years from mid-2024. But it must ensure these are “well-located” for people who need affordable housing, as suggested in the accord.</p> <p>Recent <a href="https://www.tandfonline.com/doi/full/10.1080/02673037.2023.229051">modelling</a> shows unaffordable housing and poor neighbourhoods both negatively affect mental health, reinforcing the need to provide both affordable and well-located housing.</p> <h2>The upcoming budget</h2> <p>While the <a href="https://www.dss.gov.au/sites/default/files/documents/05_2023/payments-cra_budget_fact_sheet_fa_0.pdf">15% increase</a> in the maximum rent assistance rate was welcomed in the last budget, the program is long overdue for a major restructure to target those in rental stress.</p> <p>Also, tax concessions on second properties should be wound back to reduce competition for those struggling to buy their first home. This would eventually help ease affordability pressures on low-income renters as more higher-income renters <a href="https://onlinelibrary.wiley.com/doi/abs/10.1111/1467-8454.12335">shift into homeownership</a>.</p> <p>The potential negative impacts on rental supply can be mitigated by careful design of tax and other changes that guard against market destabilisation concerns.</p> <p>Overall, housing affordability solutions have to be multi-faceted. The housing system is badly broken and meaningful repair cannot be achieved unless policymakers are willing to confront both supply and demand challenges.<!-- Below is The Conversation's page counter tag. Why don’t Australians talk about their salaries? Pay transparency and fairness go hand-in-hand

Yet, it’s easy to see how pay transparency can make pay systems fairer and more effective.</p> <p>With more information on how much certain tasks and roles are valued, employees can better understand and interpret pay differences, and advocate for themselves. When pay is weakly aligned with employee contributions, pay transparency can be embarrassing for firms.</p> <p>As the government continues to <a href="https://www.smh.com.au/business/workplace/think-your-male-colleagues-earn-more-than-you-soon-you-ll-know-for-sure-20240104-p5ev7i.html">legislate for pay transparency</a>, wise employers should move to identify – and correct – both real and perceived inequities.</p> <h2>The salary taboo</h2> <p>At one extreme, imagine that you work for California-based tech company Buffer, which develops social media tools.</p> <p>Buffer lists the salary of every company employee, in descending order, on its <a href="https://buffer.com/salaries">website</a>. Salaries are non-negotiable and all Buffer employees receive a standard pay raise each year. Prospective job applicants can use Buffer’s online <a href="https://buffer.com/salary-calculator/senior-data-engineer/intermediate">salary calculator</a> to estimate their pay.</p> <p>Does Buffer’s pay system make you cheer – “yay, no uncomfortable salary negotiations!”, or squirm – “what, my salary is on the website?”</p> <p>Most probably, both. There is a persistent social norm researchers call the <a href="https://www.sciencedirect.com/science/article/pii/S0047272723000725">salary taboo</a>. We want to know, but we don’t like to ask, and we definitely don’t want anyone to know that we’re asking.</p> <p>In Norway, an app that enabled users to <a href="https://www.aeaweb.org/articles?id=10.1257/aer.20160256">access neighbors’ tax-reported income</a> was enormously popular – but only while the user could remain anonymous.</p> <h2>The problem with not knowing</h2> <p>Historically, companies have given employees only minimal information about their pay systems, and some have even prohibited them from sharing their own pay information.</p> <p>Such non-transparency creates two big problems.</p> <p>First, managers place <a href="https://sloanreview.mit.edu/article/achieving-meritocracy-in-the-workplace/">too much trust</a> in organisational systems. The more managers become convinced that pay decisions accurately reflect employee contributions, the less diligent they become about monitoring their own personal biases. Without accountability, it’s easy for an organisation’s pay system to drift into inequity.</p> <p>Second, in the absence of comparative information, employees often suspect they are being underpaid – even if they aren’t.</p> <p>In a <a href="https://www.payscale.com/research-and-insights/fair-pay-impact/">survey</a> of over 380,000 employees by data firm Payscale, 57% of employees paid <em>at</em> the market rate and 42% of people paid <em>above</em> the market rate all believed they were being underpaid.</p> <p>However, unfounded it might be, a nagging sense of inequity can drive people out the door. Payscale estimates that people who <em>think</em> they are underpaid are 50% more likely than other employees to seek a new job in the next six months.</p> <h2>Pay transparency is trending</h2> <p>Broadly speaking, pay transparency policies see companies report their pay levels or ranges, explain their pay-setting processes, or encourage their employees to share pay information.</p> <p>Some companies voluntarily share pay information in response to workforce demand, but there’s also a trend toward mandating pay transparency.</p> <p>In Australia, pay secrecy terms are <a href="https://theconversation.com/pay-secrecy-clauses-are-now-banned-in-australia-heres-how-that-could-benefit-you-195814">banned</a> from employment contracts and the Workplace Gender Equality Agency is <a href="https://www.wgea.gov.au/about/our-legislation/publishing-employer-gender-pay-gaps">publishing employers’ gender pay gaps</a>.</p> <p>The European Union’s <a href="https://ec.europa.eu/commission/presscorner/detail/es/ip_22_7739">Pay Transparency Directive</a> already publishes gender pay gaps and requires employers to provide comparative pay data to employees upon request. Several US states and cities now require employers to <a href="https://www.govdocs.com/pay-transparency-laws/">include salary ranges</a> in their recruitment materials.</p> <h2>Pay transparency usually has positive effects</h2> <p>In equitable pay systems, pay differences align with the differential values employees bring to the business. When pay systems are transparent, it’s easy for employees to recognise when they – and their coworkers – are being appropriately rewarded for their contributions.</p> <p>Evidence is building that such transparency is often a good thing.</p> <p>For one, it can increase employee <a href="https://journals.sagepub.com/doi/10.1177/002224377801500204">performance and job satisfaction</a>. People also generally <a href="https://www.journals.uchicago.edu/doi/10.1086/717891">underestimate their bosses’ salaries</a>, so pay transparency can inspire employees to aspire to higher-paid senior positions. And pay transparency identifies staff with unique expertise, so <a href="https://psycnet.apa.org/record/2016-01521-001">employees seek help</a> from the right coworkers.</p> <p>Pay transparency has also been shown to help narrow gender pay gaps. As pay transparency rules spread across public academic institutions in the US, the pay gap between male and female academics <a href="https://www.nature.com/articles/s41562-022-01288-9">dramatically narrowed</a> (in some states, it was even eliminated).</p> <p>In Denmark, where firms are now required to provide pay statistics that compare men and women, the national gender pay gap has <a href="https://onlinelibrary.wiley.com/doi/abs/10.1111/jofi.13136">declined by 13%</a> relative to the pre-legislation average.</p> <h2>But it can still be risky</h2> <p>Every pay system has pockets of unfairness, where managers have made <a href="https://psycnet.apa.org/record/2001-01537-002">special arrangements</a> to attract or retain talent. Pay transparency exposes these exceptions, so they can be immediately explained or corrected.</p> <p>But if there are too many such pockets, managers need to brace for a productivity downturn. When pay transparency reveals systematic inequities – for example, disparities based on gender – overall organisational <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=4341804">productivity declines</a>.</p> <p>Over the long run, pay transparency leads to <a href="https://onlinelibrary.wiley.com/doi/abs/10.1111/jofi.13136">flatter and narrower</a> pay distributions, but distributions can also be too flat and too narrow. Managers making pay decisions are aware that their decisions will be directly scrutinised and may <a href="https://journals.aom.org/doi/10.5465/amj.2020.1831">become reluctant</a> to assign high wages even for high performance.</p> <p>If pay <a href="https://www.nature.com/articles/s41562-022-01288-9">loses its motivating potential</a>, employees can become disheartened, especially <a href="https://onlinelibrary.wiley.com/doi/abs/10.1111/peps.12054">star performers</a>.</p> <h2>Proceed with caution</h2> <p>As stakeholders on this issue demand more transparency, employers would be wise to stay ahead of legislative moves.</p> <p>Independently making the first move is a show of good faith and can unfold in stages. A good first step is to reveal the pay ranges associated with groups of related roles, giving employers time to conduct internal audits, communicate with employees and systematically correct inequities as they surface.</p> <p>In contrast, having to reveal pay data because of a government mandate can publicly expose patterns of inequity and cause permanent damage to a company’s reputation.<!-- Below is The Conversation's page counter tag. <div class="theconversation-article-body"><a href="https://theconversation.com/profiles/amanda-davies-201009">Amanda Davies</a>, <em><a href="https://theconversation.com/institutions/the-university-of-western-australia-1067">The University of Western Australia</a></em></p> <p>Australians are having fewer babies, so many fewer that without international migration our population would be on track to decline in just over a decade.</p> <p>In most circumstances, the number of babies per woman that a population needs to sustain itself – the so-called <a href="https://www.who.int/data/gho/indicator-metadata-registry/imr-details/123">total fertility rate</a> – is 2.1.</p> <p>Australia’s total fertility rate dipped below 2.1 in the late 1970s, moved back up towards it in the late 2000s (assisted in part by an improving economy, better access to childcare and the introduction of the <a href="https://theconversation.com/what-the-baby-bonus-boost-looks-like-across-ten-years-81563">Commonwealth Baby Bonus</a>), and then plunged again, hitting a low of <a href="https://www.abs.gov.au/statistics/people/population/population-projections-australia/2022-base-2071#assumptions">1.59</a> during the first year of COVID.</p> <hr /> <p><iframe id="CHdqj" class="tc-infographic-datawrapper" style="border: none;" src="https://datawrapper.dwcdn.net/CHdqj/3/" width="100%" height="400px" frameborder="0"></iframe></p> <hr /> <p>The latest population projections from the Australian Bureau of Statistics assume the rate remains near its present 1.6% for <a href="https://www.abs.gov.au/statistics/people/population/population-projections-australia/2022-base-2071#assumptions">the next 50 years</a>.</p> <p>An alternative, lower, set of assumptions has the rate falling to 1.45 over the next five years and staying there. A higher set of assumptions has it rebounding to 1.75 and staying there.</p> <p>A comprehensive study of global fertility trends published in March in the medical journal <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(24)00550-6/fulltext#%20">The Lancet</a> has Australia’s central case at 1.45, followed by a fall to 1.33 by the end of the century.</p> <p>Significantly, none of these assumptions envisages a return to replacement rate.</p> <p>The bureau’s central projection has Australia’s population turning down from 2037 in the absence of a boost from migration.</p> <hr /> <p><iframe id="oi55c" class="tc-infographic-datawrapper" style="border: none;" src="https://datawrapper.dwcdn.net/oi55c/3/" width="100%" height="400px" frameborder="0"></iframe></p> <hr /> <p>It’s easy to make guesses about reasons. Reliable contraception has been widely available for 50 years. Rents, mortgages and the other costs facing Australians of child-bearing age appear to be climbing. It’s still <a href="https://www.abc.net.au/news/2023-12-17/career-or-baby-michelle-battersby-pregnancy-gender-/103186296">difficult to have a career</a> if you have a child, and data show women still carry the substantive burden of <a href="https://theconversation.com/mind-the-gap-gender-differences-in-time-use-narrowing-but-slowly-191678">unpaid work around the home</a>.</p> <p>The US fertility rate has fallen <a href="https://ourworldindata.org/grapher/children-per-woman-un?tab=chart&amp;time=1950..latest&amp;country=OWID_WRL%7EUSA%7EAUS">much in line with Australia’s</a>.</p> <p>Reporting on <a href="https://theconversation.com/us-birth-rates-are-at-record-lows-even-though-the-number-of-kids-most-americans-say-they-want-has-held-steady-197270">research</a> into the reasons, Forbes Magazine succinctly said a broken economy had “<a href="https://fortune.com/2023/01/12/millennials-broken-economy-delay-children-birthrate/">screwed over</a>” Americans considering having children.</p> <p>More diplomatically, it said Americans saw parenthood as “<a href="https://fortune.com/2023/01/12/millennials-broken-economy-delay-children-birthrate/">harder to manage</a>” than they might have in the past.</p> <h2>Half the world is unable to replace itself</h2> <p>But this trend is widespread. The <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(24)00550-6/fulltext#%20">Lancet study</a> finds more than half of the world’s countries have a fertility rate below replacement level.</p> <p><a href="https://theconversation.com/chinas-population-shrinks-again-and-could-more-than-halve-heres-what-that-means-220667">China</a>, which is important for the global fertility rate because it makes up such a large share of the world’s population, had a fertility rate as high as 7.5 in the early 1960s. It fell to 2.5 before the start of China’s <a href="https://www.scmp.com/economy/china-economy/article/3135510/chinas-one-child-policy-what-was-it-and-what-impact-did-it">one-child</a> policy in the early 1990s, and then slid further from 1.8 to 1 after the policy was abandoned in 2016.</p> <hr /> <p><iframe id="idC4X" class="tc-infographic-datawrapper" style="border: none;" src="https://datawrapper.dwcdn.net/idC4X/3/" width="100%" height="400px" frameborder="0"></iframe></p> <hr /> <p>South Korea’s fertility rate has dived further, to the world’s lowest: <a href="https://time.com/6488894/south-korea-low-fertility-rate-trend-decline/">0.72</a>.</p> <p>The fertility rate in India, which is now <a href="https://www.un.org/development/desa/dpad/publication/un-desa-policy-brief-no-153-india-overtakes-china-as-the-worlds-most-populous-country/">more populous than China</a>, has also fallen <a href="https://data.worldbank.org/indicator/SP.DYN.TFRT.IN?page=&amp;locations=IN">below replacement level</a>.</p> <p>Most of the 94 nations that continue to have above-replacement fertility rates are in North Africa, the Middle East and Sub-Saharan Africa. Some, including Samoa and Papua New Guinea, are in the Pacific.</p> <p>Most of Asia, Europe and Oceania is already below replacement rate.</p> <h2>A changing world order</h2> <p>The largest high-fertility African nation, <a href="https://www.weforum.org/agenda/2020/09/the-world-population-in-2100-by-country/">Nigeria</a>, is expected to overtake China to become the world’s second-most-populous nation by the end of the century.</p> <p>But even Nigeria’s fertility rate will sink. The Lancet projections have it sliding from 4.7 to <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(24)00550-6/fulltext#%20">1.87</a> by the end of the century.</p> <p>The differences mean the world’s population growth will increasingly take place in countries that are among the most vulnerable to environmental and economic hardship.</p> <p>Already economically disadvantaged, these nations will need to provide jobs, housing, healthcare and services for rapidly growing populations at a time when the rest of the world does not.</p> <p>On the other hand, those nations will be blessed with young people. They will be an increasingly valuable resource as other nations face the challenges of an ageing population and declining workforce.</p> <h2>An older world, then a smaller world</h2> <p>Global fertility <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(24)00550-6/fulltext">halved</a> between 1950 and 2021, shrinking from 4.84 to 2.23.</p> <p>The latest projections have it sinking below the replacement rate to somewhere between 1.59 and 2.08 by 2050, and then to between <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(24)00550-6/fulltext">1.25 and 1.96</a> by 2100.</p> <p>The world has already seen peak births and peak primary-school-aged children.</p> <p>In <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(24)00550-6/fulltext">2016</a>, the world welcomed about 142 million live babies, and since then the number born each year has fallen. By 2021, it was about 129 million.</p> <p>The global school-age population aged 6 to 11 years peaked at around 820 million in <a href="https://www.un.org/development/desa/dpad/publication/un-desa-policy-brief-no-152-population-education-and-sustainable-development-interlinkages-and-select-policy-implications/">2023</a>.</p> <p>The United Nations expects the world’s population to peak at 10.6 billion in <a href="https://www.smh.com.au/national/the-planet-s-population-will-get-to-10-4-billion-then-drop-here-s-when-we-reach-peak-human-20231213-p5er8g.html">2086</a>, after which it will begin to fall.</p> <p>Another forecast, produced as part of the impressive <a href="https://www.healthdata.org/research-analysis/gbd">Global Burden of Disease</a> study, has the peak occurring two decades earlier in <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(20)30677-2/fulltext">2064</a>, with the world’s population peaking at 9.73 billion.</p> <h2>Fewer babies are a sign of success</h2> <p>In many ways, a smaller world is to be welcomed.</p> <p>The concern common <a href="https://theconversation.com/a-long-fuse-the-population-bomb-is-still-ticking-50-years-after-its-publication-96090">in the 1960s and 1970s</a> that the world’s population was growing faster and faster and the world would soon be unable to feed itself has turned out to be misplaced.</p> <p>Aside from occasional blips (China’s birth rate in the <a href="https://www.jstor.org/stable/1973601">Year of the Dragon</a>) the fertility trend in just about every nation on Earth is downwards.</p> <p>The world’s population hasn’t been growing rapidly for long. Before 1700 it grew by only about <a href="https://ourworldindata.org/population-growth-over-time">0.4% per year</a>. By 2100 it will have stabilised and started to fall, limiting the period of unusually rapid growth to four centuries.</p> <p>In an important way, lower birth rates can be seen as a sign of success. The richer a society becomes and the more it is able to look after its seniors, the less important it becomes for each couple to have children to care for them in old age. This is a long-established theory with a name: the <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4116081/">demographic transition</a>.</p> <p>For Australia, even with forecast immigration, lower fertility will mean changes.</p> <p>The government’s 2023 <a href="https://treasury.gov.au/publication/2023-intergenerational-report">Intergenerational Report</a> says that whereas there are now 3.7 Australians of traditional working age for each Australian aged 65 and over, by 2063 there will only be 2.6.</p> <p>It will mean those 2.6 people will have to work smarter, perhaps with greater assistance from artificial intelligence.</p> <p>Unless they decide to have more babies, which history suggests they won’t.<!-- Below is The Conversation's page counter tag. Tragic update on young Aussie Taylor Swift fan

<p>Nine-year-old Scarlett Oliver travelled all the way to Sydney from Perth to see Taylor Swift live, and to her surprise, she was chosen to receive gifts and a hat from the pop star as part of the iconic performance of her hit single <em>22</em>. </p> <p>The two even shared a big hug and the sweet moment went viral on social media. </p> <p>Scarlett was living with an aggressive form of brain cancer known as high-grade glioma, and now, just weeks after meeting her favourite singer,  Scarlett’s father took to social media to share a devastating update.</p> <p>“My Angel, so strong, so brave, so beautiful," Paul announced his daughter's passing on Instagram. </p> <p>"Nothing will ever be the same again.</p> <p>"Don’t forget me and please find a way to let me know you are OK.</p> <p>"Goodnight baby, I love you – Dad."</p> <p>"It’s just not fair,” he concluded the post. </p> <p>Scarlett died just days away from her 10th birthday on May 7. </p> <p>Earlier this month, Scarlett's father shared that his “beautiful” daughter was not doing well and likely had “weeks rather than months” left.</p> <p>He shared that she had spent most of her school holidays in hospital due to complications with her feeding tube, vomiting and "extreme tiredness". </p> <p>“Last night after discharge from hospital she suffered a significant seizure and was rushed to hospital via ambulance,” he wrote. </p> <p>Tributes are flowing in from fellow Swifties who shared their condolences on Instagram. </p> <p>“You were bigger than the whole sky …” one fan wrote, quoting the lyrics to a Taylor Swift song.</p> <p>“We all grieve for you and with you. "Never again": Bondi stabbing victim’s mother shares heartbreaking plea

<p>The tragic events of April 13th at Westfield Bondi Junction shook the nation to its core. Among the victims of this senseless act was Jade Young, a 47-year-old architect, described by her mother Elizabeth as "glorious" and "hardworking". Her life was abruptly taken while shopping for a birthday present with her daughter. </p> <p>At a memorial service held in Sydney’s Botanic Gardens, hundreds gathered to pay their respects to Jade. At the request of Jade's heart-broken mother, Elizabeth, mourners adorned themselves in bright colours, a vibrant tribute to a woman described as "dearly loved and irreplaceable".</p> <p>Elizabeth's words cut through the sombre air, pleading for attention not only to her daughter's memory but to the pressing issues that led to her untimely demise.</p> <p>“I would like you to listen, I want Australia to listen,” Elizabeth said. “Jade Young was attacked and killed outright in front of her daughter.”</p> <p>As part of her tribute, Elizabeth then made a poignant call for action. “Never again do I want to read the words tragic or tragedy associated with the perpetrator of the murder of my daughter,” she said. “He came prepared, he had intention. He was a killer ... making a shopping centre the most dangerous place on earth for Jade.</p> <p>“I want Jade’s girls to grow up believing there is security, goodness and love in the world. I want politicians both federal and state to address the gaps in mental health care to make it a safer for our girls and all Australians.”</p> <p>It's a wish echoed by countless families who have been touched by tragedy and who long for a safer, more compassionate society.</p> <p>The outpouring of support following Jade's passing speaks volumes about the impact she had on those around her. Her colleagues at Georgina Wilson Associates, where she dedicated over a decade of her life, shared heartfelt messages of grief and disbelief. "Jade was family," they wrote, a sentiment that resonates with all who had the privilege of knowing her.</p> <p>In the wake of this tragedy, the generosity of strangers has shone brightly, with over $235,000 donated to support Jade Young's husband and daughters. Young and the Restless star passes away after cancer battle

<p>Veteran soap opera actress Meg Bennett has died at the of 75 after a lengthy battle with cancer. </p> <p>According to <a href="https://www.hollywoodreporter.com/tv/tv-news/meg-bennett-dead-young-and-restless-1235878548/" target="_blank" rel="noopener"><em>The Hollywood Reporter</em></a>, Bennett's family announced that she passed away on April 11th. </p> <p>Bennett had a prolific career in the world of soap operas as both a writer and actress, after working on high profile shows such as <em>The Young and the Restless</em>, <em>General Hospital</em>, <em>Santa Barbara</em> and many more. </p> <p>She became most known for her role on <em>The Young and the Restless</em>, appearing on 52 episodes from 1980–2020 playing the role of Julia Martin/Julia Newman, the spouse of Eric Braeden’s character Victor Newman.</p> <p>Bennett also had a stellar career on Broadway, appearing in the initial run of the musical <em>Grease</em> in 1972 playing the role of Marty Maraschino for more than two years.</p> <p>She also racked up a significant credit as a writer on a number of soaps, stepping behind the camera on <em>The Young and the Restless</em> after her character was phased out. </p> <p>In the interview in 1985, Bennett opened up about the differences in her approach to acting and writing.</p> <p>She said, "I'll admit, acting makes me a little crazy sometimes: You wait to audition. You wait for the part. When you're writing, you're in control. I can initiate things on my own when I'm writing."</p> <p>Bennett is survived by her spouse of 19 years Robert Guza Jr., as well as two stepdaughters, four grandchildren, a brother and a sister. </p> <p><em>Image credits: Getty Images</em></p>

"I believe he is alive": Father of young man who jumped off cruise ship speaks out

<p>The father of the young man who jumped off a cruise ship on its way to Florida has spoken out, saying he believes his son is still alive. </p> <p>While the Liberty of the Seas was travelling back from the Dominican Republic on its way to Florida, 20-year-old Levion Parker <a href="https://www.oversixty.com.au/health/caring/young-man-who-jumped-off-cruise-ship-identified" target="_blank" rel="noopener">jumped overboard</a>. </p> <p>The ship was reportedly about 90km off the southern most island of the Bahamas when the young man, who was allegedly under the influence of alcohol, jumped overboard in the early hours of the morning. </p> <p>Witnesses recounted the harrowing scene, describing how a young man took a spontaneous plunge from one of the ship's decks, despite the desperate pleas and helplessness of his father and brother who stood witness to the impulsive act.</p> <p>After days of searching, the US coast guard called off their search for the young man. </p> <p>Now, Legion's father Francel said he believes his son is still alive. </p> <p>“As soon as he went off the side, I prayed over him. I was confident the prayers I said over my son were heard. I stand on the word of God. I believe he is alive,” Mr Parker told local Florida paper, the <a href="https://www.yoursun.com/" target="_blank" rel="noopener"><em>Daily Sun</em>, </a>on Wednesday.</p> <p>Francel went open to say that he threw six life rings off the ship in hopes of saving his son before the vessel was able to come to a stop about 20 minutes later.</p> <p>When news broke onboard of the tragedy, travellers reported that many people came out of their cabins to stare at the sea, hoping to be able to spot the young man in the water.</p> <p>Levion was reportedly “drunk” on the night of the incident, although details around this are unclear as the minimum age to consume alcohol on Royal Caribbean ships on voyages from North America or the Caribbean is 21.</p> <p>“We don’t drink,” Levion’s father Francel said. “I’d like to know how my son was served so much alcohol.”</p> <p>Francel, who owns an air-conditioning business, was invited, together with his family, aboard the ship as guests of Florida-based air-conditioning wholesalers Tropic Supply to mark the company’s 50th anniversary.</p> <p><em>Image credits: Facebook </em></p>

Australian Idol host opens up on painful health battle

<p>Australian Idol host and singer Ricki-Lee Coulter has revealed that she has been battling endometriosis for over a decade. </p> <p>The 38-year-old took to Instagram to share the process that led her diagnosis, straight from the hospital bed, following her laparoscopy and excision surgery. </p> <p>"For over a decade I’ve been dealing with chronic pain that has progressively gotten worse,” she began the post. </p> <p>“Anyone with endometriosis knows it takes a long time to get to the point where you have surgery and can get any kind of diagnosis — and that you have to advocate for yourself and keep pushing for answers.</p> <p>“Over the years I have seen so many doctors and specialists, and have been down so many different paths to try to figure out what was going on — and for so long I thought the pain was just something I had to deal with.</p> <p>“But the past couple of years, it has become almost unbearable and is something I’ve been dealing with every single day.</p> <p>“I met with a new GP at the start of the year, who referred me to a new specialist, and we went through all the measures that have been taken to try to get to the bottom of this pain — and the only option left was surgery.</p> <p>“So this week I had a laparoscopy and excision surgery — and they removed all the endometriosis they found, and I can only hope that is the end of the pain.</p> <p>“I’m now at home recovering and feeling good. Rich is taking very good care of me xxx," she ended the post.</p> <p>She also shared a few photos after her surgery, and of her recovering at home. </p> <p>One in nine women suffer from endometriosis, a condition where the  tissue similar to the lining of the uterus grows outside the womb, which sometimes moves to other areas of the body. </p> <p>Friends and followers shared their support in the comments, with reality TV star and fellow endo-warrior Angie Kent saying: “Sending you lots of love! You’re not alone in this — it’s a marathon not a sprint, unfortunately.</p> <p>“But there’s an amazing chronic invisible illness sista-hood out here! I hope you have a good support system with the recovery including an amazing women’s health practitioner.”</p> <p>“Sending lots of love,” Sunrise host Natalie Barr added. </p> <p>“Sending you so much love.
